POSITION SUMMARY: 

The primary role of the Project Manager – MSV(L) is to assist in the development, implementation and execution of project management functions in support of US Army Maneuver Support Vessel Light Contract. This position will assist the Program Manager in the development and supporting of a world class team to support the program, planning, budgeting, scheduling, strategic supplier decisions, integrated logistics support, contract management, and P&L responsibilities. Leadership responsibilities extend to other members of the program team, supporting company team members, third-party contractors, and consultants.

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:

  1. Responsible for managing the cost, schedule and performance of major design effort involving several design subcontracts.
  2. Assist the Program Manager – MSV(L) in defining project goals and objectives that support company-wide business goals, while focusing on the customer’s needs and requirements.
  3. Assist the Program Manager in the selection of other project team members or critical subcontractors and suppliers. Negotiate teaming agreements and subcontracts. 
  4. Incorporate design management requirements into subcontract statements of work, terms and conditions to support subcontractor performance and accountability. Works closely with subcontracts manager to negotiate contract changes. 
  5. Effectively communicate project expectations to other team members and stakeholders in a timely and clear fashion. Train subordinates and subcontractors in program business processes.
  6. Plan and schedule project timelines and milestones using appropriate tools including scheduling and process diagramming software.
  7. Proactively manage changes in project scope, identify and mitigate potential risks, and devise contingency plans. 
  8. Manage the project financials. Draft and submit budget proposals, recommend subsequent budget changes where necessary, and provide multi-year forecasts. 
  9. Develop all management volume elements for the OPC program proposal, including project management, engineering management, production management, risk management, quality management, and cost and schedule management.
  10. Develop and actively participate in US Government Export Controls compliance programs.
  11. Work closely with Contract Manager and government representative to monitor and report project status, manage changing requirements, and ensure customer satisfaction. Develop and deliver progress reports, internal and external program reviews. 
  12. Works closely with engineering and production in design-to-cost process to develop and maintain rigorous construction and lifecycle cost estimates.  
  13. Ensure consistent interpretation of specifications and contract requirements among estimators and with suppliers.

JOB SCOPE:
The role operates within general parameters, but must use sound judgment and independent decision making when carrying out job responsibilities. Has the ability to influence and recommend modifying existing protocols. The incumbent is held accountable for the overall guidance and consistency across projects to ensure profitable performance of the work is achieved. He/she must be proactive, flexible, and exercise good judgment in making informed business decisions.

SUPERVISORY RESPONSIBILITY:     
The role will be required to provide oversight and direction for up to 3-6 Program Team Members performing program administration, contract administration, and project controls functions.  

INTERPERSONAL CONTACTS:   
Will interface directly with the Program Manager – MSV(L), Project Engineer, other Program Team Members, consultants and subcontractors on a daily basis. The Project Manager will represent the Program Team in dealings with other individuals throughout the company including Senior and Executive Management, and will further represent the company through direct and indirect interactions with the customer, subcontractors, and suppliers. 

KNOWLEDGE SKILLS AND ABILITIES:

  •  Ability to use PC and software applications such as MS Office, MS Project, Primavera version P6 scheduling and Database programs. 
  •  Excellent interpersonal and communication skills, both oral and written for constant interaction with all departments and employee levels and outside customers.  
  •  Leadership and management skills as evidenced by previous work experience.  
  •  Excellent negotiation skills.  
  •  Knowledge of the Federal Acquisition Regulations 
  •  Excellent problem solving ability and decision making skills.  
  •  Must be a well-organized, strong customer service orientated.  
  •  Ability to schedule, direct and organize work within a diverse department and coordinate work with other departments to maintain efficiency and facilitate group decision-making, team building and conflict resolution. 

EDUCATION AND/OR EXPERIENCE:
BA/BS degree in a related business or technical field is required. A Master’s degree in a business or technical field is preferred. Equivalent work history may be substituted for education.

 Minimum five (5) years of experience in large and complex project management business capacity with financial responsibility. Relevant technical experience within a shipbuilding program or heavy industry manufacturing environment is preferred. Government contract experience is highly desired.

CERTIFICATES, LICENSES AND REGISTRATIONS: 
Certifications from the Project Management Institute (PMI) and/or Defense Acquisition Workforce Implementation Act (DAWIA), and government contracting and negotiating experience (FAR, ITAR and DCAA) are desired.

PHYSICAL DEMANDS: 
Work is conducted in a dynamic, fast-paced office setting with moderate to loud noise levels from production activity in the shipyard. The person may be required to be in production areas in yard and onboard ships. He/she must be able to walk to and from job sites. The individual must be able to climb inclined stairways and vertical ladders and may be required to lift up to 20 pounds. The person may be required to work more than 8-hour shifts and weekend work. There may be local and out-of-town travel (including air travel) up to 30% of the time with notice. WORK ENVIRONMENT:
