POSITION SUMMARY:

The Nuclear Quality Assurance Manager has overall responsibility for the Nuclear Products Division Quality Assurance Program and oversees all quality related functions to ensure compliance with ASME NQA-1, 10CFR21, 10CFR50 Appendix B, ASME Section III and ASME Section VIII, Division 1 and 2. This position provides leadership and direction within the Nuclear Products Division, establishing a coherent quality strategy that is consistent with Nuclear Safety Culture, strategic business objectives and continuous improvement.

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES: (This list is not intended to detail all aspects of the assigned work but is representative of the job’s overall responsibilities)

  • Mentor and provide leadership to division management team; develop training programs for quality personnel.
  • Review of quality requirements and develop the pricing or costs related to these needs for bid proposals.
  • Review and approve procedures, oversee audit operations and projects to assure compliance to regulatory, customer and company requirements.
  • Provide written and verbal briefings to Executive Management regarding the Nuclear Quality Assurance Program.
  • Coordinate with department leads to ensure the effectiveness of quality programs essential to the work environment in accordance with INPO performance standards and industry best practices.
  • Prepare quarterly reports, review trend analysis for continuous improvement.
  • Ensures vendors are managed in accordance with Nuclear Products Division QA program and contract requirements for the scopes of work they are performing and that Purchase documents accurately reflect these and other flowdown requirements.
  • Ensures quality records are maintained, organized and meet NQA-1 record retention times; this includes electronic files.
  • Advise executive management in resolution of quality concerns and correction of deficiencies.
  • Recognize, report and work to resolve safety issues to maintain a work environment that adheres to workplace safety standards.
  • Identifies and resolves any ambiguities/inconsistencies in specifications or bid packages with respect to quality matters.
  • Provides input with respect to the Quality Department budget to help ensure adequate resources are available to Quality Team members.
  • Helps maintain and nurture customer relationships and takes the lead on all customer matters related to quality.

SUPERVISORY RESPONSIBILITY:

This position will directly supervise Assistant Quality Assurance Managers.

KNOWLEDGE SKILLS AND ABILITIES:

  • Strong in-depth knowledge and experience with ASME NQA-1, 10CFR50 Appendix B, 10CFR21 requirements. Experience in a steel fabrication, job shop environment for basic knowledge of fabrication techniques and problems and working knowledge of Nondestructive Examination methods is preferred.
  • Ability to proactively plan, set, communicates and track progress towards goals and milestones.
  • Ability to effectively present information and respond to questions from managers, clients, customers and employees.
  • Strong leadership skills and the ability to achieve results by influencing others.
  • The ability to apply critical thinking while scheduling activities, resolving problems, performing root-cause analysis and measuring quality performance throughout each project the organization may be producing.
  • Computer Skills -- Mastery of MS Office, Adobe and other job related software.
  • Recognize and resolve unsafe working conditions.

EDUCATION AND/OR EXPERIENCE:

  • A Bachelor’s degree in a related technical field from an accredited college (preferred)
  • Minimum of seven (7) years’ experience in quality assurance preferably in a nuclear related industry
  • Minimum of five (5) years' experience in business development and/or general management
  • Minimum of three (3) years’ supervisory experience

CERTIFICATES, LICENSES AND REGISTRATIONS:

  • Current ASNT Level III certification (required)
  • American Welding Society-Certified Welding Inspector (required)
  • ASME NQA-1 Lead Auditor certification/experience (preferred)

PHYSICAL DEMANDS:

Work is conducted in a dynamic, fast-paced office setting. The person may be required to be in production areas at times. He/she must be able to walk to and from job sites. There may be local travel up to 10% of the time and out-of-town travel (including air travel) up to 5% of the time with notice.
