POSITION SUMMARY: 

The role assists the Contracts Manager with overall coordination, tracking of all contract modifications and price proposals for the contracts. The Contract Administrator would have working knowledge Federal Acquisition Requirements (FAR) and Defense Federal Acquisition Regulations (DFAR), risk management and legal requirements. The selected professional will assist contract negotiation teams, maintain a record of all contract actions along with related documentation. A significant part of this role will be to advise and assist project team members in achieving contract compliance and desired business outcomes.

 

This position reports to the Vigor Works Contracts, Risk and Compliance Manager.

 

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:

  •  Provides direct contracts support to the Program Teams
  •  Delivers negotiation support and documentation of contract terms
  •  Reviews contractual documents, modifications, and revisions.
  •  Customer point of contact for contracts
  •  Helps ensure alignment of contract terms with business goals
  •  Provides contract terms transparency to the project team
  •  Assists the CRC manager with customer compliance requests
  •  Production of outgoing correspondence to include serial letters, change proposal development, and transmittal
  •  Assists the assessment of program risks and mitigation
  •  Provides assistance to help facilitate compliance
  •  Develops policies, procedures and guidance
  •  Verifies compliance and timely performance against terms
  •  Assists in advanced planning functions on assigned jobs, including review of planning estimates, proposals and budgets
  •  Assist with procedures for compliance with company policy and Federal regulations 
  •  Manage overlapping deadlines effectively
  •  May review documentation in support of invoices and billings to the customer and assists purchasing in requisition of items for project

 

JOB SCOPE:  

Provides contract, risk management and compliance support for cost type Government contracts and assists with fixed price contract compliance upon request. Operates within general parameters and set guidelines. Must use sound judgment and independent decision-making when carrying out most job responsibilities. Has the ability to influence and recommend modifying existing protocols.

Interacts with various departments, managers, and customers.  

 

KNOWLEDGE SKILLS AND ABILITIES:

  •  Excellent interpersonal and communication skills, both oral and written
  •  General knowledge of formation, management and requirements of various United States Government contract types (particularly cost plus incentive fee contracts) is preferred.
  •  In depth knowledge of cost type contract accounting and compliance requirements
  •  Proficient ability to use PC and software applications such as MS Office and database programs with excellent MS Excel skills required
  •  Must be a well-organized, detail and customer (internal and external) oriented self-starter.
  •  Ability to read and comprehend work specifications, work orders, blueprints, contracts and technical publications, is preferred
  •  Ability to handle competing priorities and deadlines effectively and respond well to last minute, high priority, time sensitive projects
  •  Must be able to handle the pressure of constant interruptions
  •  Ability to schedule, direct and organize work within a diverse department and coordinate work with other departments to maintain efficiency and facilitate group decision-making, team building and conflict resolution
  •  Must have knowledge of accounting and cost accounting systems, material and procurement systems and computer systems
  •  Must have working knowledge of government acquisition regulations and contracts including FAR/DFAR

 

EDUCATION AND/OR EXPERIENCE:

Bachelors or masters degree in a business discipline is required. Three years of equivalent work experience in combination with a non-business bachelors or masters degree may be substituted for the degree in a business discipline. Previous experience in a manufacturing/construction/fabrication environment is preferred.

 

Minimum five (5) years of responsibility in a government program or project management environment. Minimum three (3) years’ experience with program contract controls and risk compliance. The person must maintain professional and technical knowledge. Experience and working knowledge of government acquisition regulations and contracts including FAR/DFAR.

 

CERTIFICATES, LICENSES AND REGISTRATIONS:  None required.

 

PHYSICAL DEMANDS:   Work is conducted in a dynamic, fast-paced office setting. The person must have good finger, hand and wrist dexterity required for extensive computer operations and may spend extended time sitting in front of a computer terminal entering/manipulating data. There may be local travel and out-of-town travel (including air travel) up to 5% of the time sometimes without notice.
