POSITION SUMMARY: 

The senior contract administrator is responsible for coordination, tracking of all contract modifications and price proposals for the contracts. The Senior Contract Administrator would have working knowledge of Federal Acquisition Requirements (FAR), various FAR supplements (DFAR etc.), and legal requirements. The individual supports business contract administrative and compliance needs as well as maintains and communicates all contract cost and pricing contract documentation. Reviews and submits all contract funds status reports, remaining pool fund balances and reviews government billings.

 

This position reports to the Vigor Works, LLC Contracts, Risk and Compliance Manager.

 

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:

  •  Review and negotiate new contracts and modifications.
  •  Identify and mitigate risk based on company and industry standards.
  •  Proactively assess critical contract obligations and contract provisions, to include gaps and risks.
  •  Advise on contract revisions to better meet Vigor and customer needs.
  •  Guide internal customers in understanding and interpreting contractual risks and requirements.
  •  Notify Management of potential non-compliance and other problems that could have an adverse impact on the Vigor.
  •  Manage the proper coordination of various types of agreements and other contractual documents with other Vigor shared service and direct project delivery functions.
  •  Production of outgoing correspondence to include serial letters, change proposal development, and transmittal.
  •  Assist with procedures for compliance with company policy, FAR, various FAR supplements, and contract quality requirements. 
  •  Manages overlapping deadlines effectively, even during priority project interference
  •  Supports communication and correspondence with customer.
  •  Reviews documentation in support of invoices and billings to the customer and assists Supply Chain with contract requirements compliance.
  •  Supports the achievement of contract financial objectives by reviewing program budgets, analyzing variances, initiating corrective actions, and monitoring actual costs including projections over/under budget per Earned Value Management System description.

 

JOB SCOPE:  

Operates within general parameters and set guidelines. Must use sound judgment and independent decision-making when carrying out most job responsibilities. Has the ability to influence and recommend modifying existing protocols.

Interacts with various departments, managers, and customers.  

 

KNOWLEDGE SKILLS AND ABILITIES:

  • Excellent interpersonal and communication skills, both oral and written
  • General knowledge of formation, management and Government contract requirements.
  • Proficient ability to use PC and software applications such as MS Office and database programs with excellent MS Excel skills required.
  • Must be a well-organized, detail and customer (internal and external) oriented self-starter.
  • Ability to comprehend work specifications, work orders, blueprints, contracts and technical publications, is preferred
  • Ability to handle competing priorities and deadlines effectively and respond well to last minute, high priority, time sensitive projects.
  • Ability to schedule, direct and organize work within a diverse department and coordinate work with other departments to maintain efficiency and facilitate group decision-making, team building and conflict resolution.
  • Must have knowledge of accounting and cost accounting systems, material and procurement systems and computer systems.
  • Must have working knowledge of government acquisition regulations and contracts including FAR/DFAR.

 

EDUCATION AND/OR EXPERIENCE:

BA/BS in a business discipline required along. Graduate level education and training preferred. Previous experience in a manufacturing/construction environment is preferred. Six years of equivalent work experience could replace one year of formal education with a maximum of twelve years equivalent work experience replacing two years of education.

 

Minimum ten (8) years of responsibility in a government program or project management environment. Minimum three (3) years experience with program or project budgets, work scheduling, material cost control, or change order development. The person must maintain professional and technical knowledge. Experience and working knowledge of government acquisition regulations and contracts including FAR/DFAR.

 

CERTIFICATES, LICENSES AND REGISTRATIONS:  None required.

 

PHYSICAL DEMANDS:   Work is conducted in a dynamic, fast-paced office setting. The person must have good finger, hand and wrist dexterity required for extensive computer operations and may spend extended time sitting in front of a computer terminal entering/manipulating data. There may be local travel and out-of-town travel (including air travel) up to 5% of the time sometimes without notice.
