POSITION SUMMARY:

The Industrial Security Specialist will be a member of an expanding security team supporting one or more classified programs. The Security Specialist will be responsible for the administration of site specific security policies and procedures. The Industrial Security Specialist will assist the Facility Security Officer (FSO) with the development and administration of security procedures for classified, Controlled Unclassified, or proprietary materials, documents, and equipment in support of classified programs. The Security Specialist support daily security activities to include; industrial, information, insider threat, operations, personnel, and physical security utilizing the requirements set forth in the National Industrial Security Program Operating Manual (NISPOM), applicable DoD Manuals and other program directives.

 

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:

  • Responsible for assisting in daily security operations and NISPOM compliance
  • Assists the Vigor Works Puget Sound Facility Security Officer (FSO) with the creation of local security policies and disseminates customer driven security directives to teammates and program personnel
  • Candidate must be a self-starter with the ability to work independently with limited supervision
  • Maintains the fundamental security requirements defined by the customer/company and program
  • Act as an advocate for the security program, using sound communication expertise and work with senior level managers to accomplish program specific activities, Identifies deficiencies, develops and implements corrective actions
  • Performs physical security assessments and identifies solutions to mitigate vulnerabilities
  • Identifies deficiencies, develops and implements corrective actions
  • Process initial and periodic security clearances and reinvestigations in JPAS and e-QIP
  • Provide security indoctrinations, debriefings, pre/post travel briefings and annual refresher briefings as necessary
  • Interprets DoD and local security policies and provides guidance to employees as needed
  • Monitor security procedures, ensuring compliance with all aspects of the program including personnel, physical and administrative security systems and procedures
  • Works closely with the FSO to enforce visitor controls and manage badge access control systems
  • Assists the FSO with derivative classification reviews and document control inventories
  • Assists in the implementation of an active Security Awareness and Education Program
  • Conducts initial and refresher program security briefings to new and existing employees
  • Protects government, intellectual, third party and company information from unauthorized disclosures
  • Performs duties as an alternate COMSEC account custodian
  • Establish and maintain successful working relationships with government and internal customers
  • Perform other duties as assigned


JOB SCOPE:

The Industrial Security Specialist operates under supervision of the Vigor Works Puget Sound FSO. The individual is responsible for assisting in daily security operations and NISPOM compliance. The Industrial Security Specialist assists in the development and administration of security procedures for classified or proprietary materials, documents, and equipment in support of classified programs.

SUPERVISORY RESPONSIBILITY:   None   

INTERPERSONAL CONTACTS:  

The individual communicate both verbally and written with program team members and leadership and external customers. The Security Specialist will provide regular verbal and written status reports to the FSO, and program team members.


KNOWLEDGE SKILLS AND ABILITIES:

  • Ability to problem solve, multi-task, prioritize duties and assignments, and monitor all aspects of a security program including personnel security, physical security, information security PII protection & administrative security procedures
  • Knowledge of proper handling of Personal Identifiable Information (PII), Proprietary, Controlled Unclassified Information (CUI), For Official Use Only (FOUO) documents, and classified materials and equipment.
  • Knowledge of DoD 5220.22-M, National Industrial Security Program Operating Manual
  • Knowledge of DoD 5200.01-R, Information Security Program
  • Knowledge of Communications Security
  • Strong computer skills including, but not limited to, MS Office, Joint Personnel Adjudication System (JPAS), and eQIP
  • Excellent written communication, report writing, and presentation skills
  • Possess excellent interpersonal skills to include working with customers, employees, management, and security personnel  
  • Ability to work independently or as part of a team
  • Ability to multi-task to accommodate deadlines


REQUIREMENTS:

  • US Citizen with Department of Defense (DoD) Security Clearance (investigation within the last 10 years)
  • Working knowledge of NISPOM and government databases: JPAS, e-QIP, ISFD, eFCL


EDUCATION AND/OR EXPERIENCE:

  • HS Diploma required; Bachelor's degree (preferred)
  • Minimum 5 years of Industrial Security experience

 

CERTIFICATES, LICENSES AND REGISTRATIONS:

•             FSO Program Management Certification (preferred)


PHYSICAL DEMANDS:   Work is conducted in a dynamic, fast-paced office setting with moderate to loud noise levels from production activity in an industrial environment. The individual may be required to be in production areas within the complex. The ISS must be able to walk to and from job sites. The person must be able to climb inclined stairways and vertical ladders; to enter confined areas and tanks; to work at heights.   The incumbent must be able to frequently bend, squat, crawl, twist   and may be required to lift up to 25 pounds. Good finger, hand and wrist dexterity required for extensive computer operations. The person must have good hand-eye coordination and may spend extended time sitting in front of a computer terminal. The ISS may be required to work more than 8-hour shifts and weekend work. There may be local travel and out-of-town travel (including air travel) up to 5% of the time with notice.
