POSITION SUMMARY:  

Supports proposal preparation, contract negotiation and administration in accordance with Vigor (Company) policies, Federal Acquisition Requirements (FAR), FAR supplements (DFARS, etc.), Cost Accounting Standards (CAS) and legal requirements. This position provides ongoing Federal contracting expertise and Government customer shared service support in collaboration with program personnel and other shared service functions. Serves as the point of contact and contracts liaison for external and internal customers.

This position maintains a variety of professional relationships and must be able to determine the appropriate level of communication and interaction for various situations. The ability to effectively influence decisions through respectful interactions with others both within the organization and outside the organization is essential in this role.


SUPERVISORY RESPONSIBILITY: 

Directly and indirectly manages the implementation of contract compliance policy, procedures and practices through program personnel and through the Contracts, Risk and Compliance Team. Provides oversight and monitors performance of responsible personnel to achieve Vigor Program goals.


ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES: 

  • Responsible for guiding the formation of government contracts.
  • Reviews complex solicitations and assists the development of specialized and/or non-routine proposals and contract modifications.
  • Establishes high-level contract strategy and drives implementation of strategic contract opportunities with the most significant benefit for the business unit.
  • Develops negotiation strategy and guides negotiation teams on complex contractual issues.       Understands the business case and has the ability to sensibly balance risks.
  • Maintains contract records of FAR and supplemental clauses provides internal visibility of these requirements.
  • Develops and maintains contract files and documentation such as base contract, contract change requests, approved modifications, contract correspondence, contract correspondence, customer contact information sheets, status reports, and other documents for all projects assigned.
  • Develops and implements procedures for contract management and administration in compliance with company policy, FAR, various FAR supplements, and AS9100 regulations.
  • Identifies Government contracting risks and exposures. Provides recommended improvements to company policies, procedures and practices.
  • Ensure that executed contracts are communicated to relevant parties to provide contract visibility and awareness, and provide interpretation to support implementation.
  • Reviews contractual documents, modifications, and revisions. Provide redline recommendations and may negotiate directly with the customer until consensus has been reached.
  • Works with the program teams to identify changes, handles on-going issues and contract change management, including change tracking, facilitation of pricing support and preparation of proposals.
  • Monitors and provides risk analysis on transaction compliance (milestones, invoicing, deliverables, etc.).
  • Provides guidance on contract matters to project managers or other operational staff, including training to new project managers and other employees in contracting practices and procedures.
  • Attend project meetings and work closely with the Program Managers to ensure contract compliance.
  • Collaborate with Risk Management, EVMS, and Procurement to coordinate contractual insurance requirements.
  • Works with Finance to ensure adherence to broader finance and risk requirements such as revenue recognition, costing and pricing policies.  May include assessment of economic terms and term options.
  • Ensure contract close-out, extension, suspension, or renewal.


SPECIFIC JOB RESPONSIBILITIES

  • Ensures contractual conformance for design developed through mockups and obsolescence and degradation troubleshooting and revisions.
  • Ensures contractual documentation and conformance for all changes to scope that result from the non-recurring engineering effort.
  • Must be eligible to receive technical data subject to U.S. export controls (i.e., ITAR and EAR). Must furnish satisfactory proof of eligibility prior to hire.


EDUCATION, CERTIFICATES, LICENSES AND REGISTRATION: 

  • Bachelor degree with business emphasis or other degree plus 2+ years’ business experience.
  • 10+ years of relevant professional experience.
  • Certified Federal Contracts Manager (CFCM), Certified Professional Contract Manager (CPCM) and other relevant professional certifications are a plus.
  • Graduate degree in business or a legal discipline is considered a plus.


KNOWLEDGE SKILLS AND ABILITIES: 

  • Working to expert knowledge of contract law concepts, FAR and agency supplements.
  • Understanding of business needs and program cost, scope and schedule requirements.
  • Well organized, with excellent attention to detail and demonstrated capability in communicating program requirements.
  • Excellent written and verbal communication skills.
  • Experienced in contracts management and in identifying and addressing changes.
  • Proficient in managing a high degree of complexity resulting from overlapping deadlines.
  • Strong interpersonal skills and the ability to work with others in a positive and collaborative manner.
  • Knowledge and experience in the successful management of customer relationships.
  • Comprehensive understanding and knowledge of cost reimbursable and fixed price Federal contracts.
  • Capability to guide and assist other shared services in addressing procurement, cost accounting, program management and other compliance requirements.
  • Proficient in identifying and tracking risk and opportunities for the business
  • Ability to lead, mentor, and develop the performance of others.
  • Aptitude and experience in teambuilding, contributing to the team success and maintaining a team oriented environment.
  • Possess strong communication, prioritization, and organizational skills.
  • Knowledge of personal computer applications.
  • Ability and experience working independently with minimal supervision.
