POSITION SUMMARY: 

The Facility Security Officer (FSO) will be a member of an expanding team of security professionals. The FSO will be responsible for implementing and oversight of the National Industrial Security Program (NISP) in addition to contractual security requirements of one or more classified programs. The FSO has primary responsibility for leading the Security team in the planning, development and execution of security activities to ensure company policies and procedures are compliant with customer and government requirements. The FSO will drive program specific security initiatives improving the companyís overall security posture. An important aspect of this position is a strong ability to communicate within all levels of the organization, including Executive, and to interface with external customers at all levels of customer organizations. The FSO will interface with Defense Security Service (DSS) on security clearance matters, rulings, and interpretations of the National Industrial Security Program Operating Manual (NISPOM).

 

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:

  • Ensures NISPOM requirements are fully met including conducting annual Security Vulnerability Assessments to ensure Company compliance with the NISPOM for all classified programs with DD254 (Contract Security Classification Specification)
  • Protects government, intellectual, third party and company information from unauthorized disclosures through development, implementation and administration of an Operational Security program, security education, procedures and physical controls to ensure compliance with government and company regulations/requirements
  • Develop and implement effective security training and education, to include initial, refresher and continuing education programs, operational security, insider threat programs
  • Responsible for developing and maintaining Standard Practice Procedures (SPP), and Standard Operating Procedures (SOP)
  • Maintain an ongoing security education program, e.g. design updates to annual training, publish security awareness notices, and participate in other security awareness venues
  • Perform other security disciplines to include: Personnel Security, Physical Security, Information Security, Operations Security, Automated Information Systems (AIS) Security, Communications Security, Document Control and Visitor Control
  • Provides guidance on security requirements/compliance with Naval Nuclear Propulsion Programs (NNPP)
  • Assists with International Traffic in Arms Regulations documentation and Export compliance
  • Performs COMSEC account manager duties
  • Provides metric-based measurement of risk, compliance, and security posture including report outs to Executive leadership and other stakeholders
  • Maintain effective relationships with business leadership, functional counterparts, government contracting activities, federal oversight and partnering agencies to address security concerns, requirements, and compliance
  • Supports Sub-Contractor Management (e.g., providing contractual requirements and direction, including the development and maintenance of DD254's, security guidance, and reviews to ensure compliance with government regulations/requirements
  • Supervises assigned employees to include hiring, training, developing, cross-training, coaching, evaluating, disciplining, and recommending personnel actions in accordance with Company policies
  • Provide day-to-day administration and oversight of sensitive and classified activities
  • Initiates and processes Department of Defense (DOD) security clearance investigations in Joint Personnel Adjudication System (JPAS) for qualified project and management personnel
  • Maintains program documentation for DSS assessments and program security audits
  • Establish Technology Control Plans (TCP) for foreign visitors
  • Conduct reviews of and recommends modifications to Prime DD Form 254s
  • Support Vigorís Corporate Security program to ensure protection of sensitive and proprietary information, assets and employees

 

JOB SCOPE:

This position operates within general parameters of the business unit, but requires a self-motivated candidate that is capable of working in an independent or team environment with minimal direction. The candidate must possess the confidence to make critical security decisions concerning high value contracts and to implement security procedures that will prevent unauthorized access to company and government facilities or information. The candidate will be required to conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, develop and executes security activities to ensure company policies and procedures are compliant with customer and government requirements for the protection of classified information and personnel.

 

SUPERVISORY RESPONSIBILITY: 1-5 Security professional direct reports, oversight of external partners

 

INTERPERSONAL CONTACTS:

The individual communicates both verbally and written with executives, manager, Security team members, company employees, and external customers. He/she provides regular verbal and written status reports to same group. The position represents the Company through formal and informal interactions with multiple customers, vendors, subcontractors and government agencies.

 

KNOWLEDGE SKILLS AND ABILITIES:

 

  • Ability to multi-task in a fast-paced, diverse environment, while maintaining attention to detail and exhibiting strong leadership
  • Ability to problem solve, prioritize duties and assignments, and monitor all aspects of a security program
  • Experience in working directly with external customers on contractual requirements, program security reviews, and remediation activities when required
  • Broad knowledge and experience with the National Industrial Security Program Operating Manual (NISPOM) and various DoD security directives and regulations to include DoD 5200-1R, and National Security Agency (NSA) Manual 3-16
  • Experience with all aspects of security related processes and procedures including for PHYSEC, INFOSEC, PERSEC, COMSEC, OPSEC, Insider Threat, and ITAR / EAR compliance
  • Proficient, industrial-based knowledge of JPAS/JVS, e-QIP, NISS, DISS, DIAS.
  • Have demonstrated experience and knowledge with Government program including DD254s Contract Security Classification Specifications, Security Classification Guides, FAR and DFAR requirements
  • Experience establishing, building and maintaining complex internal and external customer relationships specifically working with a Defense Contracting Officer
  • Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. Some program travel may be required

 

REQUIREMENTS:

  • Experience dealing directly with Federal government customers
  • Be a U.S. Citizen
  • Ability to obtain and maintain a DoD Secret Clearance  
    •  Ability to do local travel and out-of-town travel (including air travel) up to 20% of the time with notice 

 

EDUCATION AND/OR EXPERIENCE:

  • 7 years experience as an FSO for a possessing facility, or equivalent experience supporting other government programs
  • Must possess a broad knowledge of the National Industrial Security Program rules, regulations, and procedures.
  • Degree preferred, but not required

 

CERTIFICATES, LICENSES AND REGISTRATIONS:

  •  DSS FSO curriculum for possessing facilities
  •  Certified Information Systems Security Professionals (CISSP) certification desirable

 

PHYSICAL DEMANDS:

Work is conducted in a dynamic, fast-paced office setting with moderate noise. He/she may be required to work more than 8-hour shifts and weekend work. There may be local travel and out-of-town travel (including air travel) up to 10% of the time with notice.
