POSITION SUMMARY: 

The primary role of the Program Manager – MSV(L) is to develop, implement and execute management functions in support of the US Army Maneuver Support Vessel Light Contract. Responsibilities extend from the engineering and manufacturing development phase through to full rate production deliveries. This position will manage and assist in the development of a world class team to support the program, planning, budgeting, scheduling, strategic supplier decisions, integrated logistics support, contract management, and P&L responsibilities. Leadership responsibilities extend to other members of the program team, supporting company team members, third party contractors and consultants. 

 

ESSENTIAL FUNCTIONS AND MAJOR RESPONSIBILITIES:

  1. Establish and maintain sound working relationships with the customer, consistent with the best interests of the company. Interact with military and civilian leaders at the flag officer and senior executive service level. Represent the company internally and externally with enthusiasm.
  2. Build and effectively lead matrix organization of company employees, consultants, supporting contractors and suppliers to meet program objectives under an integrated product Team framework. Ensure consistent interpretation of specifications and contract requirements among program participants and serve as primary point of accountability to the customer. 
  3. Direct the efforts of Project Engineer and Systems Engineer in vessel design efforts. Coordinate input from Subject Matter Experts and apply service knowledge to interpret government specifications and develop derived requirements. Ensure compliance with all customer requirements. 
  4. Develop and manage program plan, schedule and budget, using EVMS as required. Proactively manage changes in program scope. Develop initial and lifecycle cost estimates. Develop and manage risk management plan that addresses cost, schedule, and performance. Identify and mitigate potential risks and devise contingency plans.
  5. Meet government requirements for leveraging small and disadvantaged businesses.
  6. Develop and deliver progress reports, proposals, requirements documentation and presentations to internal and external audiences. 

 

 

JOB SCOPE: 

The role operates within general parameters, but must use sound judgment and independent decision making when carrying out job responsibilities. Has the ability to influence and recommend modifying existing protocols. The incumbent is held accountable for the overall guidance and consistency across projects to ensure profitable performance of the work is achieved. The incumbent has profit and loss responsibility for his/her projects as well as, a critical role in securing revenue for the Company. Failure to meet the expectations of the customer could result in significant loss of future business.

SUPERVISORY RESPONSIBILITY: 

The role supervises Project Manager, Project Engineer, Scheduler and Contracts Manager. He/she works closely with production management. The incumbent will lead a large matrix organization comprised of company personnel, partners, suppliers and consultants. At full production, program will comprise up to 200 professional and craft personnel.

INTERPERSONAL CONTACTS:   As a member of the company leadership team, interacts regularly with executive leadership and provides strategic-level input and recommendations with regards to the MSV(L) contract. The individual serves as visible company representative to the United States government. He/she interacts on a regular basis with senior military and civilian leaders. The person engages other leaders in industry to form effective teaming relationships and align efforts to meet program and company objectives.

 

KNOWLEDGE SKILLS AND ABILITIES:

  •  Excellent interpersonal and communication skills, both oral and written
  •  Superior leadership, management and team-building skills as evidenced by previous work experience.  
  •  Capable of imparting company values to large program team 
  •  Thorough knowledge of the US Army and US Navy
  •  Knowledge of working with TACOM contracts
  •  Excellent negotiation skills.
  •  Working knowledge of Federal Acquisition Regulations
  •  Excellent problem solving ability and decision-making skills.
  •  Experience using Microsoft Windows, Excel, Word, scheduling and database programs.  
  •  Knowledge of OSHA and other environmental regulations.  
  •  Must be able to read and comprehend work specifications, work orders, blueprints, contracts and technical publications.
  •  Ability to schedule, direct and organize work within a diverse department and coordinate work with other departments to maintain efficiency and facilitate group decision-making, team building and conflict resolution.

 

EDUCATION AND/OR EXPERIENCE:

BA/BS Degree in an engineering discipline or business field is required. A Master’s Degree is preferred.

 

Minimum twenty (20) years of experience in business and/or government, including a minimum five (5) years of experience in a senior management position with financial responsibility. Minimum three (3) years of experience, in government or industry, with a major government acquisition program.

 

 

CERTIFICATES, LICENSES AND REGISTRATIONS: 

Project Management Institute (PMI) and/or Defense Acquisition Workforce Implementation Act (DAWIA) certification is preferred.

 

Employee must be a “U.S. Person” as defined Code of Federal Regulations, Title 22, Section 120.15

 

 

PHYSICAL DEMANDS:  

Work is conducted in a dynamic, fast-paced office setting with moderate to loud noise levels from production activity in the shipyard. The individual may be required to be in production areas in yard and onboard ships. He/she must be able to walk to and from job sites. The person must be able to climb inclined stairways and vertical ladders and may be required to lift up to 20 pounds. He/she may be required to work more than 8-hour shifts and weekend work. There may be local travel and out-of-town travel (including air travel) up to 30% of the time with notice.
